Storyline

China will bump up financial support for large-scale equipment renewals from subsidized loans to special funds, the country's top economic planner and finance ministry announced on Thursday.

At a press conference in Beijing, the Ministry of Finance (MOF) said the central government will increase interest subsidies of loans for equipment renewals from 1 percentage point to 1.5 percentage points.

Business entities only need to contact banks to apply for the such loans with subsidized interest, and the banks, industry authorities and financial departments will deal with the follow-up matters.

In addition, the central government will earmark 7.5 billion yuan (about 1.03 billion U.S. dollars) to support enterprises to recycle and dispose of waste electric appliances this year.

"In order to stabilize expectations of relevant industries, the special fund is tentatively used to continue to support the recycling of five products, TV sets, refrigerators, washing machines, air conditioners and computers. After the implementation of the above policy, it is expected that the fund will boost standardized and environment-friendly dismantling of more than 80 million units of waste electronic appliances and products each year," said Fu Jinling, director of the Department of Economic Construction under the MOF.

In order to effectively help enterprises solve difficulties, spur the development of high-end, smart and green industries, relevant departments will underpin support for them to upgrade their equipment.

In view of the shortage of funds faced by some enterprises, the authorities will increase the funds for equipment renewal to nearly 150 billion yuan (about 20.7 billion U.S. dollars).

The National Development and Reform Commission (NDRC) will work with relevant departments to give full play to the role of funds earmarked by the central government in driving and supporting more enterprises to upgrade equipment.

Regarding the high threshold of equipment renewal projects, the authorities will annul the investment threshold of more than 100 million yuan for such projects and also streamline project declaration procedures so that the policy will benefit more small and medium-sized enterprises.

"This time, the policy will cover old elevators and energy and electricity facilities. By speeding up their renewal and transformation, we will improve the safety and reliability of the equipment and earnestly implement projects for the people's benefits. Next, we will dynamically adjust the scope of equipment renewals under the policy in time according to the actual situation," said Zhao Chenxin, deputy director of the NDRC.
