"Based on the Export Control Law of the People's Republic of China, regulations on export control of dual-use items, and other laws and regulations, China has decided to tighten the control over the export of relevant dual-use items to the United States. This is a reasonable measure to safeguard its own security and development interests, and fulfill non-proliferation and other international obligations. What I want to emphasize is that China's determination to promote high-standard opening up will not change. China is willing to increase dialogue with all parties in the field of export control and jointly maintain the stable and smooth operation of the global industrial and supply chains."

China's decision to restrict exports of dual-use items to the United States in accordance with its laws and regulations is a reasonable move to safeguard its own security interests and fulfill international obligations such as non-proliferation, the Ministry of Commerce said on Thursday.
Some items that could be used for military purposes, including items related to gallium, germanium, antimony and superhard materials, will not be permitted for export to the United States under the rules, according to a Ministry of Commerce statement Tuesday.
At a press conference in Beijing, ministry spokesman He Yadong stressed that the decision is rooted in Chinese law and reflects valid security concerns.
"Based on the Export Control Law of the People's Republic of China, regulations on export control of dual-use items, and other laws and regulations, China has decided to tighten the control over the export of relevant dual-use items to the United States.
