Western leaders gathered in London on Sunday for a defense summit aimed at advancing a peace plan for Ukraine following a week of intense diplomatic talks.
Hosted by British Prime Minister Keir Starmer, the summit came just two days after a meeting between Ukrainian President Volodymyr Zelensky and U.S. President Donald Trump at the White House descended into chaos and saw the two sides fail to sign a planned raw minerals deal following a heated exchange in the Oval Office.
On Saturday, Zelensky met with Starmer at 10 Downing Street, where the British prime minister reaffirmed the UK's "unwavering determination" to achieve lasting peace in Ukraine.
Sunday's summit was attended by the leaders of Ukraine, France, Germany, Denmark, Italy, Netherlands, Norway, Poland, Spain, Canada, Finland, Sweden, Czechia and Romania, along with NATO Secretary-General Mark Rutte and the presidents of the European Commission and European Council. The Turkish foreign minister also attended.
Starmer said leaders at the summit had agreed on a four-step plan to guarantee peace in Ukraine: to maintain military aid to Ukraine while the conflict continues and increases economic pressure on Russia; to ensure that any lasting peace guarantees Ukraine's sovereignty and security, with Ukraine at the table for any negotiations; to deter future threats in the event of a peace deal; and to establish a "coalition of the willing" to defend Ukraine and uphold peace in the country.
He also said Britain, France and Ukraine will work on a ceasefire plan to present to the United States.
To bolster Ukraine's defenses, Starmer pledged 1.6 billion pounds (over 2 billion U.S. dollars) in export finance to purchase over 5,000 air defense missiles, which will be manufactured in Britain.
The prime minister also reaffirmed the UK's commitment to supporting the peace plan with "boots on the ground, and planes in the air."
Following the summit, European Commission President Ursula von der Leyen stressed the urgency for increased European defense spending and planed to present a comprehensive proposal for "re-arming Europe" to EU leaders when they meet in Brussels on Thursday.
However, not all European leaders are aligned on this issue, with Hungarian Prime Minister Viktor Orban voicing dissent on social media, saying European leaders decided "to go on with the war instead of opting for peace" and describing their decision as "bad, dangerous and mistaken."
Orban's comments show divisions within the EU regarding the ongoing conflict, with some nations like Poland and the Baltic states favoring a more hardline approach towards Russia, while other countries have expressed reservations about providing additional financial aid to Ukraine.
