Deputies at the third session of the 14th National People's Congress (NPC) in Beijing have presented ideas to boost industrial growth and accelerate scientific and technological innovation.

Their discussions align with the government work report submitted to NPC for deliberation, which emphasized the need to develop new quality productive forces in light of local conditions and accelerate the development of a modernized industrial system.

Focusing on talent cultivation, Cai Yuanqiang, vice chairman of the Zhejiang Association for Science and Technology, called for improved mechanisms to enhance the role of enterprises in education.

"We hope to further improve mechanisms that enable enterprises to play a bigger role in education and strengthen collaboration with colleges to cultivate talent, and guide enterprises and social institutes to support undergraduates' internship and practical training. This will promote the better integration of industry and enterprise resources into the whole process of college talent cultivation," said Cai.

Liu Yun, secretary of the Municipal Party Committee of Weifang City, Shandong Province, highlighted the need to leverage existing industrial strengths.

"Our industrial strengths include high-end chemicals, power equipment, next-generation information technology, and the food industry. We should also accelerate the development of sectors like industrial mother machines, magnetic technology, and new energy to further enhance their levels. By focusing on these areas, we can solidly advance our industrial economy and achieve high-quality development," said Liu.

Dai Xuebin, chairman of Sichuan-based Lanrun Group, an agricultural and livestock food producer, stressed the importance of increased legal protection for private enterprises.

"I suggest to enhance the legal protection of private enterprises, especially to regulate inspections that may disrupt normal production and operation of private enterprises," said Dai.

Deputies specializing in science and technology also offered suggestions on protecting intellectual property.

"I suggest establishing a high-level third-party intellectual property appraisal agency in the Beijing-Tianjin-Hebei region, encouraging enterprises, universities and appraisal agencies to jointly build technology verification laboratories, establish a technical expert database, introduce national laboratory resources, and improve the authority of technical analysis," said Ai Dong, vice president of Tianjin Medical University.

"Technological innovation needs to rely on fair judicial protection. I suggest establishing a national intellectual property court and stepping up efforts to train specialized talents in this field.
