Storyline

Hainan Province in southern China recorded offshore duty-free sales of over seven billion yuan (approximately 962 million U.S. dollars) in two years following the adoption of two new pickup methods for duty-free goods, Haikou Customs announced Tuesday.

The two methods, "buy and pick-up" and "guaranteed pick-up," introduced on April 1, 2023, have boosted tourism and consumer spending by simplifying the process for obtaining duty-free goods and enhancing convenience for shoppers visiting the island.

As of Tuesday, the "buy and pick-up" method, tailored for purchases under 20,000 yuan across 15 categories, including milk powder, toys, and cosmetics, has achieved 6.94 billion yuan in sales from 7.7 million items purchased by 3.48 million customers.

The "guaranteed pick-up" method, for higher-value purchases exceeding 50,000 yuan per item, has contributed 138 million yuan in sales, with 1,314 items purchased by 1,308 shoppers.

Along with making payments, this method enables customers to collect goods on-site after providing a guarantee equivalent to the import tax to customs authorities.
